I have been involved in municipal planning since 2007; the year when I first assisted a municipality to compile an Integrated Development Plan. Since then I have performed more than 30 similar consulting assignments. The depressing conclusion I have drawn from my experiences has been that the planning system of Integrated Development Planning has add little value. Over the more or less seventeen (17) years since the introduction of IDPs (through the Municipal Systems Act, 2000) the turmoil in local government; both in terms of dissatisfaction with service delivery, as well as administrative proficiency) has only increased.
